Operation muddy stream “or” mind RUSSIA NOT UNDERSTAND …”

At first glance, in the headline phrase is meaningless, and its component parts - not connected with each other.
However, if you develop the idea and to clarify that we are talking about the plans of Russia is literally at any price (in the literal and figurative sense of the word) to avoid the services of Ukraine as a gas transit country, for experienced people a picture begins to brighten.
Already commonplace in the Kremlin began to lament the difficulties of economic, political (and, more recently, and mental) of the plan, which burdens the Russo-Ukrainian relations and forcing Russia to speed up the construction of South Stream, as well as its Baltic twins - “Northern stream”.
Meanwhile, even a rough estimate of the budget referred to mega-projects - 25 and 12 billion respectively - raises questions, but not too much there beyond the clouds the price going to pay the Russians for the opportunity independent of the “treacherous Khokhlov” of its gas supplies in the heart of Europe. Such an approach is reasonable: after all, compared with expectations of both creators of “threads” and megarashodami megausiliyami, the problems accompanying the current gas transit through Ukrainian territory (often far-fetched and exaggerated) look like “penny” and is easily solvable.
